Woman forces cousins to have sex while she watches in Lancaster Co., police say

LANCASTER COUNTY, Pa. (WHP) — A woman is in custody after allegedly forcing two children to inappropriately interact with each other numerous times.

Court documents show that Pennsylvania State Police (PSP) Lancaster interviewed the female victim in 2019 who stated the incidents occurred while she was between the ages of 3 and 5.

The young girl stated that a woman named "Kelly" would force her and her cousin to take their clothes off and touch each other inappropriately.

Authorities state this touching included sex, which the woman, identified as 41-year-old Kelly Groff, watched the cousins do.

The girl also reported to officers that Groff was in her underwear and bra while she watched.

Later in 2021, law enforcement says they interviewed the male cousin, who was around 3 to 4 years old at the time of the sexual assaults.

In the interview, the boy stated that Groff was his "papa's" ex-girlfriend and stated that she would bribe him and the female victim with money and ice cream for inappropriate acts.

The male confirmed to officers that Groff forced the two to have sex over 10 times.

Police say the grandfather of the male victim was also interviewed in 2021 and stated that he walked in on the two juveniles having sex in 2013 or 2014.

When he questioned the children where they learned the act from, they stated that Groff taught them.

Officials spoke with Groff later on Aug. 14 of 2022, but she denied all allegations.

Groff was later arrested and was placed in the Lancaster County Prison on Sept. 20 of this year.

She is facing the following charges:
